"закон голубого неба", закон о торговле воздухом* (закон, принятый штатом Канзас в 1911 г.; был направлен на предотвращение деятельности организаторов мошеннических предприятий, известных в Канзасе как "торговцы голубым небом"; установил требование, чтобы фирмы, продающие бумаги в данном штате, получали лицензию у Уполномоченного по делам банков и регулярно представляли отчеты о своем финансовом положении; от инвестиционных компаний, помимо этого, требовалось предоставление информации об их бизнес-плане и финансовом положении, а также копий всех ценных бумаг, которые они намеревались продавать в штате Канзас; Уполномоченный по делам банков наделялся полномочиями запретить деятельность инвестиционной компании в данном штате, если он приходил к заключению о том, что ее учредительный договор, устав, бизнес-план или предлагаемый контракт содержат какое-л. положение, являющееся неправильным, несправедливым, пристрастным или подавляющим по отношению к любой категории вкладчиков, или если на основании изучения ее дел он делал вывод о том, что данная инвестиционная компания не является платежеспособной и не имеет намерения вести законный и честный бизнес, и, по его суждению, не обещает справедливой прибыли на акции, облигации или другие предложенные ей на продажу ценные бумаги; аналогичный закон приняли, последовав примеру Канзаса, почти все штаты, и "законы голубого неба" действовали до принятия закона "О ценных бумагах" Конгрессом США)
